MISSION STATEMENT
The Policy Monitoring and Evaluation Directorate (PMED) within the Ministry for Education, Youth, Sport, Research, and Innovation (MEYR) is committed to ensuring that strategies, policies, and programmes which fall under the remit of the Ministry are effectively implemented, continuously monitored, and evaluated. We strive to enhance the quality and outcomes of education through evidence-based decision-making, fostering a culture of accountability, transparency, and continuous improvement in the education sector.

The Policy Monitoring and Evaluation Directorate has the following key procedures:
- Policy Analysis
- Focuses on the analysis of existing strategies, policies, and programmes assessing their alignment with strategic goals, and identifying areas for improvement.
- Monitoring
- Oversees the collection of data on the performance and implementation of strategies, policies, and programmes, ensuring that all relevant information is gathered and monitored efficiently.
- Evaluation
- Evaluates the impact of strategies, policies, and programmes through both qualitative and quantitative methods, providing critical feedback to inform future decisions.
- Stakeholder Engagement and Communications
- Facilitates communication between the relevant Directorates and key stakeholders, including educators, policymakers, students, and the wider community, ensuring that feedback is integrated into the evaluation process.
- Research, Data Collection, and Development in Collaboration with the Research and School Internal Review Directorate (RSIRD)
- Conducts research on emerging trends in education, develops frameworks for assessing strategy, policy, and programme effectiveness, and introduces innovative practices in monitoring and evaluation.
By maintaining a flexible and collaborative structure, this department ensures a holistic approach to policy monitoring and evaluation, making sure that Malta’s education system is constantly evolving to meet the needs of all learners.
