Lifelong Learning and Employability (DLE)

MISSION STATEMENT

Our mission is to make learning a lifelong journey for everyone, and that individuals and communities acquire skills that are relevant to their needs, lives, and work by:

  • Improving educational opportunities for low-skilled and low-qualified adults
  • Diversifying the methods and opportunities for learning
  • Ensuring quality in Lifelong Learning course provision

VISION STATEMENT

The Directorate for Lifelong Learning and Employability (DLE) aspires to provide personalised and supportive learning opportunities for all adults (15+) in Malta and Gozo.

Inclusive Education Support Services

MISSION STATEMENT

Policy Monitoring and Evaluation Directorate (PMED)

MISSION STATEMENT

The Policy Monitoring and Evaluation Directorate (PMED) within the Ministry for Education, Youth, Sport, Research, and Innovation (MEYR) is committed to ensuring that strategies, policies, and programmes which fall under the remit of the Ministry are effectively implemented, continuously monitored, and evaluated. We strive to enhance the quality and outcomes of education through evidence-based decision-making, fostering a culture of accountability, transparency, and continuous improvement in the education sector.

The Policy Monitoring and Evaluation Directorate has the following key procedures:

    • Policy Analysis
      • Focuses on the analysis of existing strategies, policies, and programmes assessing their alignment with strategic goals, and identifying areas for improvement.
    • Monitoring
      • Oversees the collection of data on the performance and implementation of strategies, policies, and programmes, ensuring that all relevant information is gathered and monitored efficiently.
    • Evaluation
      • Evaluates the impact of strategies, policies, and programmes through both qualitative and quantitative methods, providing critical feedback to inform future decisions.
    • Stakeholder Engagement and Communications
      • Facilitates communication between the relevant Directorates and key stakeholders, including educators, policymakers, students, and the wider community, ensuring that feedback is integrated into the evaluation process.
    • Research, Data Collection, and Development in Collaboration with the Research and School Internal Review Directorate (RSIRD)
      • Conducts research on emerging trends in education, develops frameworks for assessing strategy, policy, and programme effectiveness, and introduces innovative practices in monitoring and evaluation.

By maintaining a flexible and collaborative structure, this department ensures a holistic approach to policy monitoring and evaluation, making sure that Malta’s education system is constantly evolving to meet the needs of all learners.

EU Affairs and International Relations and Policy Development (EUIRPD)

MISSION STATEMENT

The EU, International Relations, and Policy Development Directorate (EUIRPD) coordinates Malta’s position within EU and international fora, ensuring active participation in policy discussions and decision-making. It prepares Malta’s stance on EU proposals for approval by national committees and oversees the transposition, implementation, and enforcement of EU regulations and directives. The Directorate also coordinates documents for COREPER meetings and other key EU committees.

Additionally, the Directorate supports bilateral and multilateral relations, facilitating Malta’s participation in high-level meetings, conferences, and expert groups whilst strengthening international cooperation through agreements and Memoranda of Understanding (MoUs).

Our mission is to enhance diplomatic ties, align policies with European and global standards, and advocate for Malta’s interests on the international stage.
