The Students’ Maintenance
Grants Board was established through Legal Notice 165
of 1999 which was amended by Legal Notice 372 of
2005.
The terms of reference of the Board are found in the
legal notices mentioned and amongst others include
the administration of Maintenance Grants to students
commonly known as Stipends.
This task includes:
Registration of new students in the post-secondary
or tertiary systems and verification of necessary documents
to ascertain the eligibility of students’ entitlement
for Maintenance Grants;
Instructions to the Treasury Department to ensure
stipends to students on a four (4) weekly basis as
specified in the legal notice;
Making sure that deductions of Maintenance Grants
are applied to post-secondary level students due to
absenteeism without valid reasons in accordance with
the legal notice;
Sustaining financial needs of the system through budgets
and revised estimates for the Department of Education,
Culture, Youth and Sports;
Processing of applications by students for Supplementary
Grants;
Holding continuous contact and monitoring of all activities
by the contractor who operates, for and on behalf of
the Students’ Maintenance Grants Board, the Swipe
Card System which forms an integral part of the stipends;
Processing applications from retailers who show an
expression of interest to join the Swipe Card System
for students;
Ascertaining as far as possible that retailers do
not abuse the system by selling unauthorised items
and take the necessary action in case of neglect;
Detail “Shop-Inspectors” to visit retail
outlets that are allegedly abusing;
Providing for the production of new swipe cards through
our contractor for students who are new-comers to the
system;
Ensures that the Students’ Maintenance Grants
web-site www.smgbonline.com is regularly updated;
Assures smooth administration in the various institutions
where students are eligible for Maintenance Grants,
that is: the University of Malta, the Junior College,
the Malta College of Arts Science and Technology, the
Institute of Health Care, the Higher Secondary School
Giovanni Curmi, the Higher Secondary School Giovanni
Refalo (Gozo), St. Aloysius College 6th Form and De
La Salle College 6th Form;
Managing funds for the students who are awarded scholarships
by the Malta Government as authorised by the Malta
Government Scholarship Scheme Selection Board for post-secondary
students.
The Students’ Maintenance Grants Board is responsible
for the payment of stipends to students following apprenticeship
schemes, that is:
Technician Apprenticeship Scheme (TAS) and Extended
Skills Training Scheme (ESTS).
The Students’ Maintenance Grants Board also
issues swipe cards for the students attending the Institute
of Tourism Studies (ITS).
University of Malta Students’ Summer Work experience
is also organised by the Students’ Maintenance
Grants Board.
